Born in Cuba to a life of privilege. Mr. Rodriguez was uprooted from his motherland and that lifestyle at a very young age. In 1961, when Fidel Castro declared communism the law of the land, his parents, like so many others, feared losing their parental rights and their child being indoctrinated, so they sent him to the U.S. on one of the Freedom Flights operating at the time. He has never looked back. This genetic commitment to values is deeply engrained in his character and reflected in his dedication to his chosen profession.
Inception Story
In 1992 when the infamous hurricane Andrew affected South Florida, Mr. Rodriguez was renovating two of his apartment buildings with his firm Phoenix Designs and Development. Soon his family and friends started reaching out for help in rebuilding their homes and businesses. One day sitting at his uncle’s wrecked house, Mr. Rodriguez was astonished to see his uncle had only received a check of $20,000 from his insurance company, while the repair estimate was over $200,000. This was the first time Henry thoroughly read an insurance policy which eventually led to a long and fulfilling career. When Hurricane Maria ravaged Puerto Rico in 2017, the insurance commissioner thought insurance appraisals could become a great tool to process the large number of claims. So, Mr. Rodriguez and his team held multiple training sessions and certified appraisers and umpires for the first time on the island. Since then he has been designated Special Master or as titled in Puerto Rico, Special Commissioner.
Over the past three decades, Mr. Rodriguez has become one of the most prominent personalities in the insurance industry, serving as a Certified Insurance Appraiser, Umpire, Adjuster and Special Master. As CEO of Municipal Claims Management Services, he is the go-to partner for many Municipalities, individuals, and homeowner organizations across the state of Florida, East Coast and Caribbean. A lifelong resident of Florida, Mr. Rodriguez is very familiar with the impacts and devastations caused by hurricanes, building codes and vacillating construction material costs.

With years of experience as a business leader, Mr. Rodriguez has built strong relationships with several insurance companies, FEMA personnel, engineers, local and state building officials, contractors, architects, and many others. Trusted and well-known, Mr. Rodriguez is called upon for his genuine expertise in many claims’ doctrines, serving in various positions, often court-appointed to solve disputed claims, and called upon as an expert witness. Licensed in seventeen states (Alabama, Arizona, Florida, Georgia, Indiana, Kentucky, Louisiana, Michigan, Mississippi, Missouri, Montana, Nevada, North and South Carolina, Oklahoma, Texas, and West Virginia). Mr. Rodriguez is well known in the insurance world for his integrity, proven results, and dependability. He speaks two languages fluently and possesses deep knowledge and understanding of many cultures, business ideologies, and customs.
He also serves as a court-appointed Special Master, a court representative appointed to hear cases involving difficult or specialized issues. Judges may appoint a Special Master to appear at a deposition to make evidentiary rulings on the spot. Over the years, Mr. Rodriguez and his firm have had massive impacts on the industry. Most of these impacts were based on Mr. Rodriguez’s vast experience, working alongside various contractors, building officials, insurance companies, architects, and other experts. Their work has also been crucial in developing new and stronger building codes.
Additionally, the City of West Miami has recognized Mr. Rodriguez for contributing to Disaster Recovery for the City of West Miami and South Florida. Mayor Eduardo Muhiña and Vice Mayor Luciano Suárez presented him with a Certificate of recognition. Mayor of the City of Miami, Tomás Regalado, recognized Mr. Rodriguez by presenting him a certificate for his commitment to fair insurance practices and disputed claims resolutions to elevate the quality of life for the citizens of the City of Miami and entire South Florida.
