Debra Carpenter, Ph.D., is widely recognized for her outstanding leadership in information technology and healthcare. With a career spanning over 30 years, Debra’s journey is one of commitment, dedication, and excellence. Serving as the Chief Information Officer at TriState Health, Debra is a highly accomplished Certified Patient Safety Professional with a Six Sigma Black Belt certification.
The Path to Excellence
Debra’s remarkable journey began with the Blue Cross/Blue Shield plan, where she started as a computer programmer and took on various roles within the organization, including project manager, Oracle database administrator, and data architect. She then moved to a 145-bed hospital as an IT pharmacy analyst and was quickly promoted to manager and then director positions. During that time, Debra also earned a Masters Degree in Organizational Leadership from Gonzaga University and later achieved a PhD in Leadership from the University of the Cumberlands. With the rise of data analytics and artificial intelligence, Debra pursued a second Master’s in data analytics. After 15 years of service at St. Joseph Regional Medical Center, Debra transitioned to a role as Healthcare Risk Consulting Manager for Crowe Healthcare Risk Consulting. Following a year with the consulting firm, Debra was offered the opportunity to become the Chief Information Officer at TriState Health, a position she has held since March 2022.
The Key Inspiration Behind Joining TriState Health
Debra was inspired to join TriState Health because of its reputation as a highly respected organization. The company focuses on quality and improved patient outcomes, with patient safety at the core of everything they do. Additionally, the team is committed to keeping care local by employing several specialists and collaborating with other local entities to provide necessary care. The culture feels like a family, and Debra is proud to be a part of TriState Health.
The Distinctive Leadership Approach
Debra believes leading in the dynamic field of healthcare IT, especially when integrating new technologies, requires a multifaceted approach. The first step is to set a clear vision for technology integration that aligns with the overall goals of the healthcare organization. Developing a strategic plan that includes short-term and long-term goals and celebrating the achievement of each of those goals is crucial. Equally important is preparing staff and stakeholders for the changes ahead.. A strong change management plan should be implemented to help staff adapt to new technologies, incorporating training programs and support systems. Addressing resistance by highlighting the benefits and providing continuous support is important. Encouraging a culture of innovation where team members feel empowered to suggest and experiment with new ideas is also vital.
Overcoming the Hurdles Along the Way
In August 2019, Debra was diagnosed with breast cancer and underwent several surgeries and five weeks of radiation treatment. One of the most significant surgeries was in February 2021. While she was on medical leave, the CEO of the hospital where she was working eliminated her position. This left her sick, recovering from surgery, and unemployed. Feeling completely defeated, Debra did not know what her next step would be. However, she was hired by Crowe Healthcare Risk Consulting, which allowed her to work from home, a blessing since she still had 3 more surgeries coming. After a year with Crowe, Debra was hired as the CIO for TriState Health!
The Most Pressing IT-related Challenges
Protecting patient data from breaches and ensuring compliance with regulations like HIPAA is a major challenge today. Under Debra’s leadership, TriState Health is working to address this issue by implementing advanced encryption methods, regular security audits, and comprehensive staff training on data privacy protocols.

TriState Health is actively researching AI-driven diagnostic tools and integrating machine learning algorithms to help improve clinical decision-making and operational efficiency.
The increasing recognition of behavioral health’s importance is also shaping community healthcare, leading to more integrated behavioral health services within primary care. TriState Health has integrated behavioral health services into its family practice offerings to ensure patients receive comprehensive care addressing both physical and behavioral health needs.
The Significance of Technology in Healthcare
Artificial Intelligence (AI) and Machine Learning will enhance diagnostics by improving accuracy through the analysis of medical images, patient data, and genetic information. Interoperability and data integration will also see significant improvements, ensuring seamless data exchange between different healthcare systems. This will enhance care coordination and reduce unnecessary tests and procedures. Advances in genomics and precision medicine will result in more personalized treatment plans based on individual genetic profiles, improving therapy effectiveness and reducing side effects. Additionally, virtual and augmented reality (VR/AR) will revolutionize medical training by providing immersive, hands-on experiences for healthcare professionals.
Enhancing Access to Healthcare for the Underserved
At TriState, a key focus area is Health Information Technology (HIT). The team is working on implementing interoperable health information systems to facilitate seamless data exchange between different healthcare providers.
