When reflecting on his career path that led him to CGI Federal, Mike Pullen notes, “Earlier in my career, I had the opportunity to contribute to the growth of a large consulting firm’s federal practice, where I worked as the project manager overseeing the testing of a biomedical services software application for a non-profit humanitarian organization. Eventually, I took over the leadership of their healthcare program management office (PMO), where I was responsible for all healthcare business development efforts, including capture, proposal, procurement and contract support. Over time, I received a promotion to serve as the consultancy’s Indefinite Delivery, Indefinite Quantity (IDIQ) Contracts Strategic Advisory Leader as I continued to develop relationships, increase trust and grow the value of the organization’s federal practice.”
The Maverick of Government Consulting
For the past eight years, Mike has been a Vice President, leading CGI Federal’s IDIQ Strategic Solution Center (ISSC) and managing the marketing, business development and day-to-day operations related to using, leveraging, influencing and expanding the organization’s contract vehicle portfolio. On the experience of overseeing CGI Federal’s IDIQ contracts and proposals, Mike says, “I’m proud to drive successful growth within our contract vehicle portfolio to elevate our performance and help bring in over $2B worth of work through contract vehicles.”
Mike has established a wide and trusted network thanks to his collaborative approach to engagement with government and industry. His focus remains on initiatives to strengthen the connections between industry and government. To build his network, he participates in a number of business associations, including the Coalition for Government Procurement (CGP) and the American Council for Technology and Industry Advisory Council (ACT-IAC). Additionally, Mike continues to provide strategic leadership and help transform communications and transparency across government by working with Governmentwide Acquisition Contracts (GWACs), the NIH Information Technology Acquisition and Assessment Center (NITAAC), the General Services Administration (GSA), and many other organizations. He also has been in charge of several associations’ working groups for new contract vehicles to examine how to more effectively evaluate potential suppliers with useful scorecards, enhanced evaluation standards and more impartial approaches to decision-making for awards. Mike engages frequently in tradeshows and other industry events to help people understand federal agency regulations, acquisition requirements, contract management processes, and partnership opportunities for small businesses. In addition, Mike also maximizes opportunities to support non-profits. For instance, Mike said, “I am the Chairman of the Board at Empowering Action, an international non-profit headquartered in the Dominican Republic that works to change how the world sees poverty and how to help underprivileged individuals in leveraging available resources in order to thrive. Empowering Action works primarily in third-world countries, and I hope we see individuals implement concepts that can positively impact their lives and the lives of those around them.”
